Craig E. Bryson, RLA, serves as Regional Technology Manager for Civil/Site Design /Landscape Architecture. He is responsible for managing the group’s offices in Doylestown, Wilkes-Barre, Lehigh Valley, State College, and Monroeville, PA.  Craig joined Pennoni Associates originally in 1996 and then rejoined the firm in 2007 in his current role. He has a proven ability to manage multi-faceted, multi-consultant projects. He is well versed in the areas of planning, grading, vehicular access, road design, stormwater management, erosion and sedimentation control, and environmental best management practices. He also has extensive permitting experience to respective agencies for all aspects of site development. Craig earned his BS in Landscape Architecture from West Virginia University, and is a Registered Landscape Architect in Pennsylvania.

Craig is a member of the American Society of Landscape Architects, the Urban League Institute, and the International Council of Shopping Centers.

Mark T. Celoni, PE, serves as Vice President and Regional/Deputy Technology Principal for Civil/Site Design/Landscape Architecture. He is responsible for managing the Technologies’ staff and projects in Philadelphia & West Chester, PA and Wilmington, DE.  Mark joined Pennoni Associates in 1988, and has managed some of the region’s largest multi-disciplinary projects for the firm. His expertise is in feasibility studies, master planning, testimony at zoning hearings, subdivision and land development applications, environmental permitting, demolition, site geometry, horizontal and vertical roadway design, storm water management, utility design, grading, earthwork, soil conservation, technical reports and specifications. Mark earned his BS in Commerce Engineering Sciences and his MS in Engineering Management from Drexel University, and is a licensed Professional Engineer in Pennsylvania.

Dennis S. DiBlasio, PLS, PP, serves as Associate Vice President and Regional Technology Principal for Survey Services. Dennis is responsible for managing Survey projects and staff throughout New Jersey and New York. Dennis has been with Pennoni Associates since 1978, and has experience in providing all phases of surveying services to government and private industry clients. He has extensive background in subdivision preparation, outbound and topographic surveys, ALTA/ACSM Land Title Surveys, environmentally sensitive area mapping, and hazardous waste site surveying, as well as hydrographic and photogrammetric work. Dennis is a licensed Professional Land Surveyor in Pennsylvania, New Jersey and New York, as well as a licensed Professional Planner in New Jersey.

Dennis is a member of the Pennsylvania Society of Land Surveyors and is Past Director at Large for the New Jersey Society of Professional Land Surveyors. He has held various offices in the Surveyors Association of West Jersey, including Past President.

Hugh J. Dougherty, PE, serves as Associate Vice President for Municipal Engineering. He is responsible for the operations of the Municipal Engineering projects and staff in New Jersey. Hugh joined Pennoni Associates in 1985 and his experience includes strong emphasis in municipal engineering, including code compliance, reviews for planning and zoning boards, design of roads, parks, and municipal facilities, stream and watershed hydrology, hydraulics, flood control structure design, grading reviews, and site engineering.  He has extensive public involvement before Community Planning, Policy Making, and Advisory Boards.  Hugh possesses a Civil Engineering degree from Villanova University and completed supplemental coursework at the University of Pennsylvania. He is a licensed Professional Engineer in Pennsylvania and New Jersey, a Certified Municipal Engineer and a Certified Public Works Manager in New Jersey.

Hugh is Past President and a member of the South Jersey Branch of the American Society of Civil Engineers.

Grant C. Harrington, PLS, serves as Associate Vice President for Survey Services. He is responsible for managing Survey projects and staff throughout Pennsylvania. He has been involved in major projects in Pennsylvania and Delaware since joining Pennoni Associates in 1991.  Grant has extensive experience in the technical aspects of providing surveying services to private development and governmental clients. Project management experience includes large acre boundary and topographic projects, ALTA/ACSM Land Title Surveys, survey control networks for aerial photogrammetry projects, commercial projects, route and topographic surveys for road and utility construction, hydrographic surveys, parcel mapping for public agencies, acquisition surveys for public agencies, GPS surveys for GIS mapping, riparian and wetlands surveys and construction surveying services. Grant is a licensed Professional Land Surveyor in Pennsylvania and Delaware.

John W. Haupt, PLS, serves as Associate Vice President for Survey Services. He is responsible for managing Survey projects and staff throughout Delaware and Maryland. John joined Pennoni Associates in 1991 and possesses a strong background in the field and in the management and operation of major surveying assignments. His experience, dating back to 1977, includes large tract boundary and topographic surveys, ALTA/ACSM Land Title Surveys, control surveys for aerial photogrammetry for site topography and GIS base maps, hydrographic surveys, high-rise construction surveying, wetlands surveys, surveys along and within waterways, route surveys for roads and utilities and surveys within industrial plant sites. Control surveys include the use of traditional survey methods and state of the art GPS equipment.  John studied Civil Engineering at the University of Maryland, and is a licensed Professional Land Surveyor in the state of Delaware.

Ted F. Januszka, PE, serves as Associate Vice President and Regional Technology Principal for Pennoni’s Transportation Technology.  Ted is responsible for managing the growth and success of the Transportation operations in Delaware, Maryland and Virginia, and is the Principal-in-Charge of Pennoni’s Bridge Engineering and Bridge Inspection Practice. Ted joined Pennoni Associates in 1995, having received both a BS and MS in Civil Engineering from the University of Delaware, where he has been the Structures Discipline instructor for the Civil Engineering Senior Design course since 2005. Ted is a licensed Professional Engineer in Delaware, Pennsylvania, New Jersey and Maryland, as well as an NBIS Certified Bridge Safety Inspector.

Ted currently serves as President of the American Council of Engineering Companies Delaware Chapter (ACEC-DE).  He is also an active member of the American Society of Highway Engineers.

Brian R. Keaveney, PE, PTOE, serves as Associate Vice President for Transportation Engineering. He serves as Manager for the Transportation division in King of Prussia and is the Principal-in-Charge of Pennoni’s Traffic Engineering Practice. His project experience includes transportation studies, capital improvement plan development and management, traffic signal design, procurement and construction monitoring, closed loop traffic signal system design, corridor analysis and optimization, site related traffic impact study preparation and review, land development review, Intelligent Transportation System (ITS) planning and implementation, municipal traffic congestion mitigation measures, and transportation planning and modeling. Brian earned his BS in Civil Engineering and MS in Transportation Engineering from Villanova University. He is a licensed Professional Engineer in Pennsylvania as well as a Professional Traffic Operations Engineer.

Fred Lindquist, PE, serves as Vice President in Pennoni's MEP Technology.  He joined Pennoni Associates and Pennoni Engineering & Surveying of New York in 2006 when the staff Meyer Strong & Jones (MS & J) became part of Pennoni. Fred’s experience is widely diversified, running the gamut of continuing projects for the same client to new construction and renovation work. His experience includes financial institutions, education facilities, urban and suburban office buildings, hotels, on-site generation, energy conservation, risk analysis, peer review, computer centers, military and civilian government work, laboratory buildings, nursing homes, as well as the integration of new and historic structures. Fred is a graduate of the State University of New York, and is a licensed Professional Engineer in four states, as well as a Certified Value Engineer.

Fred is a member and past Vice President of the American Council of Engineering Companies of New York-Metro Region, and currently serves on the Business Practice Committee. Fred is also a member of the Executive Committee for New York City Building Code, the New York City Building Commissioners Forum, the New York Building Congress, the Building Owners' and Managers' Association, and Past President of the Connecticut Building Congress.

Jim is responsible for managing the Technologies’ staff and projects in New Jersey. Jim first joined Pennoni Associates in 1971 and worked until 1984 when he left to own and manage his own consulting engineering firm. He did so for more than 22 years before merging with and rejoining Pennoni Associates in 2007. He has extensive experience in providing civil engineering services for residential, industrial and commercial land development projects, covering all aspects of design from initial planning and project layout to final detailed design. Jim earned his Civil Engineering degree from Drexel University, and is a licensed Professional Engineer in New Jersey, a licensed Professional Land Surveyor in New Jersey, and a Certified Municipal Engineer.

Charles Magnelli, FASSE, serves as Associate Vice President for MEP Engineering. Charlie has extensive experience in the design and field coordination of all types of plumbing, sanitary and fire protection systems, including such specialties as medical gases, compressed air and vacuum systems and the like. His background includes the design of new, and the modernization/retrofit of existing medical, commercial, industrial, educational, residential (including hotels), pharmaceutical and R&D facilities. Charlie joined Pennoni Associates and Pennoni Engineering & Surveying of New York in 2006 when the staff Meyer Strong & Jones (MS & J) became part of Pennoni. Charlie studied Mechanical Engineering at the City College of New York, and is a Fellow of the American Society of Sanitary Engineers.

Charlie is Past President of the NYC Chapter of the American Society of Sanitary Engineers, sits on the Board of Directors of the National American Society of Sanitary Engineers, is Chairman of Research Committee of the American Society of Sanitary Engineers, is a member of the National Fire Protection Association, the American Society of Plumbing Engineers, and the N.Y.C. James C. McCann, PE, serves as Senior Vice President for Municipal Services. Jim joined Pennoni Associates in 1973, and he has more than 40 years of experience in municipal engineering and the design, construction supervision, management, maintenance, and operation of water and wastewater treatment plants, laboratories, water distribution systems, wastewater collection systems, pump stations, water storage tanks, and administrative facilities. His background also includes the design of roads, bridges and drainage structures. He is also familiar with financing and local, state, and federal regulatory agency procedures. Jim earned both a BS and MS in Civil Engineering from Drexel University. He is a licensed Professional Engineer in Pennsylvania and New Jersey, as well as a Licensed Water Plant Operator and Licensed Wastewater Plant Operator.

Jim sits on Pennoni’s Board of Directors, and is a member of the Central Delaware County Municipal Authority, American Society of Civil Engineers, the Water Environment Federation, the Pennsylvania Municipal Authorities Association, and Pennsylvania State Association of Township Supervisors.

Todd Morris, PE, serves as Associate Vice President and Regional Technology Principal for Transportation Engineering. Todd is responsible for managing the growth and success of the Transportation operations in Central and Western Pennsylvania, Ohio and West Virginia, and is the Principal-in-Charge of Pennoni’s Highway Engineering Practice. John Palucci, PE, serves as Associate Vice President for MEP Engineering. John is responsible for managing the operations of the MEP division in New York. Edward J. Sander, PE, serves as Vice President for Construction Services, and is Principal-in-Charge of Geotechnical Engineering.  Ed’s expertise is in geotechnical and geoenvironmental engineering, management and quality control on such projects as hi-rise office buildings, waste processing plants, cement plants, schools, churches, petrochemical facilities, regional shopping centers, marine facilities, bridges and highways, and other private/public projects.  He has been responsible for all phases of geotechnical work including project management, coordination of various phases of projects, supervision of field, laboratory and engineering personnel, analysis, report preparation, consultation and construction monitoring and testing. He possesses extensive experience with design, subsurface stabilization and construction in karst areas. Ed joined Pennoni Associates in 1999, and earned a BS in Civil Engineering and an MS in Geotechnical Engineering from Drexel University. He is a licensed Professional Engineer in Pennsylvania, New Jersey and Delaware.

Perry D. Schram, PE, SECB, serves as Associate Vice President for Structural Engineering. Perry is responsible for managing the Structural Division in the State College office, as well as serving as Principal in Charge of the firm’s Specialty Structural Engineering services for the Glue-laminated Timber and Precast Concrete industries. Perry joined Pennoni Associates in March, 2004 when the firm he co-founded, Powers & Schram, became a part of Pennoni. His engineering experience includes an emphasis in structural design and management for a wide range of commercial, institutional, and industrial projects.  He has extensive experience with structural design and management of projects involving prestressed/precast concrete products and glue laminated timber products.  Perry earned a BS in Civil Engineering from The Pennsylvania State University and is a licensed Professional Engineer in 16 states, as well as having been certified by the Structural Engineering Certification Board.

Perry is an active member of the Precast/Prestressed Concrete Institute where he currently serves on PCI’s Connection, Tolerance, and Continuing Education Committees.
