Kevin J. Davis, PE, serves as Vice President and is Principal-in-Charge of Environmental Services. Kevin is responsible for managing the growth, operations, and quality control of the firm’s Environmental Services. He joined the firm in 1995 and has extensive experience in chemical and environmental engineering in the waste management field. Kevin is a licensed Professional Engineer in Pennsylvania and Massachusetts, and earned a BS in Chemical Engineering from Drexel University.

Serving as Philadelphia Post President, Kevin is an active member of the Society of American Military Engineers. He is also a member of the Society of Mining, Metallurgy and Exploration, the Camden County Environmental Commission, and the South Jersey Chamber of Commerce where he sits on the Environmental Committee.

David S. Lowdermilk, PE, serves as Vice President and is Principal-in-Charge of Transportation Engineering. Dave is responsible for the overall supervision and coordination of the bridge, highway and traffic engineering and bridge inspection services for the firm. Dave joined Pennoni Associates in 2000, and is a Civil Engineering graduate of The Pennsylvania State University. He is a licensed Professional Engineer in 11 states.

Aside from responsibility for the success and growth of the Transportation group, Dave has been working closely with professors from Drexel University in a Pennoni/Drexel alliance, Intelligent Infrastructure Solutions (IIS).  This alliance offers world-class applications of the most reliable monitoring, modeling and decision tools and techniques, together with the engineering support and experience of a highly respected engineering firm, to aid infrastructure owners such as state DOT’s and toll bridge authorities/owners in their decision making process as they preserve and renew their key assets.
 
Dave is a member of the American Society of Highway Engineers, the Institute of Transportation Engineers, the American Society of Civil Engineers, and the American Council of Engineering Companies both Nationally and of the State Chapter, where he is the current Secretary. Dave is also the President-Elect of the Delaware County Chapter of the Pennsylvania Society of Professional Engineers.  Dave was the 2009 Engineer of the Year as named by the Delaware Valley Engineers Week Committee, as well as by the ASCE Philadelphia Chapter.

Glenn O. McAllister, PLS, serves as Vice President and is Principal-in-Charge of Survey Services.  Glenn is responsible for the overall supervision and coordination of the survey activities of the firm, and has many years experience in the management and operation of major surveying assignments including multi-disciplines projects in commercial, industrial, and residential development.  Glenn joined Pennoni Associates in 1981. He has instructed courses at Atlantic County College and seminars at Gloucester County College, for the New Jersey Society of Professional Land Surveyors and Pennsylvania Society of Professional Land Surveyors.  He has also co-authored and instructed boundary courses for the National Business Institute as well as co-instructed a surveyor review course at Rutgers University.  Glenn is a licensed Professional Land Surveyor in Pennsylvania, New Jersey and Delaware, as well as a licensed Professional Planner in New Jersey.

Glenn is a Fellow and a past Director at Large for the New Jersey Society of Professional Land Surveyors, past Chapter Director of the New Jersey Society of Professional Land Surveyors, past President of the Surveyors’ Association of West Jersey and past Vice President of the Professional Land Surveyors of South Jersey. He currently serves as a member on the Survey Advisory Committee for Gloucester County College.

Andrew J. Pennoni, PE, serves as a Vice President and the Principal-in-Charge of our Construction Services Technology.  He is responsible for the growth and overall quality of our Construction Services. Andrew joined Pennoni Associates in 1994 and has more than 20 years of engineering experience that includes construction inspection, materials inspection, materials testing, design and construction management.  Andrew obtained a dual degree in Civil Engineering and Architectural Engineering from Drexel University, and an MBA from St. Joseph’s University. He is a licensed Professional Engineer in several states and has obtained multiple industry certifications and training from the American Welding Society, the American Society for Nondestructive Testing, the National Association of Corrosion Engineers, the Prestressed Concrete Institute, the American Concrete Institute and the International Code Council.

In addition to his role at Pennoni Associates, Andrew serves on multiple committees/advisory councils for Drexel University, including the College of Engineering, the Construction Management Department and the Athletics Department.  Andrew is also an active member on multiple committees for the American Council of Engineering Companies, a member of the American Institute of Steel Constructors, the American Society of Civil Engineers, the American Welding Society, and the Prestressed Concrete Institute, and has participated actively on multiple quality committees with various Departments of Transportation for over ten years.

David G. Pennoni, PE, serves as Vice President and is Principal-in-Charge of Municipal Engineering. Dave is responsible for overseeing the firm’s numerous municipal and authority appointments, as well as the water/wastewater services. Dave has extensive experience in municipal engineering and public works projects involving planning, design, permitting, construction coordination and inspection, contract administration, contractor compliance and regulatory agency documentation. His project experience includes infrastructure design, stormwater management, water and wastewater facilities, sewage facilities planning, traffic planning, and roadway and bridge systems. Dave joined Pennoni Associates in 1989. He is a licensed Professional Engineer in Pennsylvania, and a Civil Engineering graduate of Lehigh University.

Dave is a member of the American Society of Civil Engineers, is past Vice Chairman of the Springfield Township, Delaware County Planning Commission, and is a Board Member of the Delaware County American Red Cross.

Edward P. Pluciennik, PE, serves as Senior Vice President and Principal-in-Charge of Civil Engineering/Site Design/Landscape Architecture Services. Ed is responsible for management of the Site Design services offered to both public and private sector clients. In addition, Ed serves as Township Engineer for Lower Merion Township, Montgomery County, PA.  He joined Pennoni Associates in 1994, and is an expert in Civil Engineering and related technical and construction supervision/management, with particular emphasis in land development design, municipal engineering, and transportation design. Ed has a degree in Civil Engineering & Construction Technology from Temple University, is a licensed Professional Engineer in Pennsylvania and is a LEED Accredited Professional.

Ed is a member of the National Society of Professional Engineers, and a Director in the Philadelphia Chapter of the Pennsylvania Society of Professional Engineers.  He is also a member of the American Public Works Association and the American Society of Highway Engineers.

Richard D. Roberts, PE, SECB, serves as Vice President and is Principal-in-Charge of Structural Engineering. Rich is responsible for the success and management of the firm’s structural engineering services. His engineering experience includes strong emphasis in structural design and management for a wide range of commercial, institutional, and industrial projects. Rich joined Pennoni Associates in 1989, and his project experience includes high-rise building structure design, deep foundation design, and evaluation and modifications of existing and historic structures.  Rich has a BA in Liberal Arts with a minor in Architecture from Virginia Polytechnic Institute and State University, and a BS in Civil Engineering from Drexel University. He is a licensed Professional Engineer in several states, as well as having been certified by the Structural Engineering Certification Board.

Rich is the Founding President of the Pennsylvania Association of Structural Engineers, as well as a member and past president of the Delaware Valley Association of Structural Engineers, a member of the American Concrete Institute, the American Institute of Steel Construction, the American Society of Civil Engineers, Post-Tensioning Institute and the Tilt-Up Concrete Association among others.

Frank F. Ulisse, PE, serves as Vice President and is Principal-in-Charge of MEP Engineering. Frank is responsible for managing the growth, operations, and quality control of the firm’s mechanical, electrical and plumbing engineering services. Frank joined Pennoni Associates in 1994, and is an experienced project executive for multi-discipline engineering projects involving the design of electrical, HVAC, plumbing, and fire protection. Frank’s expertise specifically consists of medium and low voltage power distribution, lighting, grounding, power quality, and life safety. Frank is an Electrical Engineering graduate of Rutgers University, and is a licensed Professional Engineer in Pennsylvania, New Jersey, Delaware and New Hampshire.

Frank is a member of the National Fire Protection Association, the Institute of Electrical and Electronics Engineers, and the Delaware Valley Green Building Council.
