Mark Hood of Pennoni Associates is an instructor for the LTAP program, and specifically instructed a class in March 2009 on Posting and Bonding of Local Roads.
"...This was the first LTAP class I ever attended but if Mr. Hood is typical of the instructors, it will be the first of many. Mark has an excellent grasp of the subject matter and was able to convey the information in an understandable way for all attendees, which spanned many education levels. He was able to answer all questions that were presented, drawing on his knowledge of other subject areas. Following a discussion that we had during a class break, he followed up within a week with some additional information about the weights of commercial vehicles and buses.
Mr. Hood is an excellent instructor, a knowledgeable engineer, and he puts forth a great example for the LTAP program. Thanks to PSATS and PADOT for providing this very important training to municipalities throughout Pennsylvania."
