Pennoni Associates takes a vertical engineering approach for residential, retail and commercial projects. We can start your project at conception, assessing the site for environmental issues, surveying the site to determine the property lines and physical features, and planning the layout of the site. We advocate at the local, state and federal level as necessary to gain the proper approvals and permitting, and we participate in public hearings to gain citizen support through education. We can provide the site engineering necessary to make your Architect’s vision a reality, as well as supporting that reality through structural and MEP engineering. We inspect the construction to ensure it is done properly and safely, as well as testing the materials used to complete the construction. We do all this in the most environmentally sustainable way, and can assist in achieving LEED certification for your project.

Edward J. Sander, PE
Edward J. Sander, PE, serves as Vice President for Construction Services, and is Principal-in-Charge of Geotechnical Engineering. Ed’s expertise is in geotechnical and geoenvironmental engineering, management and quality control on such projects as hi-rise office buildings, waste processing plants, cement plants, schools, churches, petrochemical facilities, regional shopping centers, marine facilities, bridges and highways, and other private/public projects. He has been responsible for all phases of geotechnical work including project management, coordination of various phases of projects, supervision of field, laboratory and engineering personnel, analysis, report preparation, consultation and construction monitoring and testing. He possesses extensive experience with design, subsurface stabilization and construction in karst areas. Ed joined Pennoni Associates in 1999, and earned a BS in Civil Engineering and an MS in Geotechnical Engineering from Drexel University. He is a licensed Professional Engineer in Pennsylvania, New Jersey and Delaware.
Ed is a member of the American Society of Civil Engineers, the International Society for Soil Mechanics and Foundation Engineering, is a Former Adjunct Faculty member at Northampton County Community College, and is currently an Adjunct Faculty member at Drexel University.

The structural load bearing elements of building require inspection and testing to ensure quality, durability, and safety. The building code requires performance of these special inspections. Elements requiring inspection and testing include reinforced concrete, structural steel, engineered masonry, EIFS, fireproofing and foundations. Generally, the code requires performance of special inspection on all building structures, other than typical one- or two-story residential construction. Pennoni’s team of qualified professionals, inspectors and technicians has extensive qualifications and experience providing these services, supported by accredited laboratories and a multi-disciplined engineering firm.

James J. Maddonni, PE, PLS, CME
James J. Maddonni, PE, PLS, CME, serves as Vice President and Regional Technology Principal for Civil/Site Design/Landscape Architecture. Jim is responsible for managing the Technologies’ staff and projects in New Jersey. Jim first joined Pennoni Associates in 1971 and worked until 1984 when he left to own and manage his own consulting engineering firm. He did so for more than 22 years before merging with and rejoining Pennoni Associates in 2007. He has extensive experience in providing civil engineering services for residential, industrial and commercial land development projects, covering all aspects of design from initial planning and project layout to final detailed design. Jim earned his Civil Engineering degree from Drexel University, and is a licensed Professional Engineer in New Jersey, a licensed Professional Land Surveyor in New Jersey, and a Certified Municipal Engineer.
Jim is a member of the American Society of Civil Engineers.
Glenn O. McAllister, PLS
Glenn O. McAllister, PLS, serves as Vice President and is Principal-in-Charge of Survey Services. Glenn is responsible for the overall supervision and coordination of the survey activities of the firm, and has many years experience in the management and operation of major surveying assignments including multi-disciplines projects in commercial, industrial, and residential development. Glenn joined Pennoni Associates in 1981. He has instructed courses at Atlantic County College and seminars at Gloucester County College, for the New Jersey Society of Professional Land Surveyors and Pennsylvania Society of Professional Land Surveyors. He has also co-authored and instructed boundary courses for the National Business Institute as well as co-instructed a surveyor review course at Rutgers University. Glenn is a licensed Professional Land Surveyor in Pennsylvania, New Jersey and Delaware, as well as a licensed Professional Planner in New Jersey.
Glenn is a Fellow and a past Director at Large for the New Jersey Society of Professional Land Surveyors, past Chapter Director of the New Jersey Society of Professional Land Surveyors, past President of the Surveyors’ Association of West Jersey and past Vice President of the Professional Land Surveyors of South Jersey. He currently serves as a member on the Survey Advisory Committee for Gloucester County College.
Charles F. Magnelli, FASSE
Charles Magnelli, FASSE, serves as Associate Vice President for MEP Engineering. Charlie has extensive experience in the design and field coordination of all types of plumbing, sanitary and fire protection systems, including such specialties as medical gases, compressed air and vacuum systems and the like. His background includes the design of new, and the modernization/retrofit of existing medical, commercial, industrial, educational, residential (including hotels), pharmaceutical and R&D facilities. Charlie joined Pennoni Associates and Pennoni Engineering & Surveying of New York in 2006 when the staff Meyer Strong & Jones (MS & J) became part of Pennoni. Charlie studied Mechanical Engineering at the City College of New York, and is a Fellow of the American Society of Sanitary Engineers.
Charlie is Past President of the NYC Chapter of the American Society of Sanitary Engineers, sits on the Board of Directors of the National American Society of Sanitary Engineers, is Chairman of Research Committee of the American Society of Sanitary Engineers, is a member of the National Fire Protection Association, the American Society of Plumbing Engineers, and the N.Y.C. Metro Chapter Society of Fire Protection Engineers.
Patrick S. Powers, PE
Patrick S. Powers, PE, serves as Associate Vice President and Office Principal for State College, PA. Pat is responsible for managing the growth and success of the projects and staff in the State College office. He joined Pennoni Associates in 2004 when the firm he co-founded, Powers & Schram, became a part of Pennoni. Pat has managed and designed various types of civil engineering projects ranging from large water/wastewater facilities, commercial and residential site developments, and roadway reconstruction and bridge replacements. Mr. Powers also has experience with construction inspection, organizing and preparation of Act 537 plans. He was an instructor for PennDOT’s Bituminous Plant and Field Technician Certification Program having taught over 5,000 candidates in the last seven years. Pat earned his Civil Engineering degree from The Pennsylvania State University, and is a licensed Professional Engineer in Pennsylvania.
Pat is a member of the American Society of Civil Engineers, the American Society of Highway Engineers, and Chi Epsilon Civil Engineering Honor Society.
Environmental
Environmental services such as due diligence, remediation and permitting are all important components of development and growth today. Pennoni’s Environmental Technology consists of environmental, civil and chemical engineers, geologists, industrial hygienists, and environmental scientists experienced in performing a wide range of environmental support services. Our client base includes financial institutions, commercial and residential developers, municipalities, and law firms.
Pennoni’s environmental professionals can provide a complete scope of services including Phase I environmental site assessments for due diligence, Phase II soil and groundwater investigations, remedial alternative analyses, and remedial design and implementation for in-situ and ex-situ remediation of soil and groundwater.
Our Environmental staff is qualified and experienced in providing hazardous materials surveys, asbestos, lead-based paint, mold, and PCB management, indoor air quality studies, and health and safety planning. Pennoni has a working relationship with area regulatory agencies and can provide air permitting, solid and hazardous waste management, underground storage tank management, as well as, agency negotiations, and expert testimony/litigation support services. We also have experience with environmental impact statements, endangered species and wetland delineations/mitigations, compliance audits, and landfill investigations/closures.
