Pennoni's Environmental Technology maintains a specialized group of personnel trained and experienced in Industrial Hygiene who can provide cost effective and comprehensive solutions to satisfy employee and regulatory demands.
Under the leadership of a Certified Industrial Hygienist, our project team implements state-of-the-art technology while asserting our experiences and knowledge to address today's industrial hygiene issues such as worker exposure assessments, health and safety compliance, asbestos management, lead-based paint testing, and indoor air quality investigations.
Working together with Pennoni's other technologies including MEP, Structural, Municipal, and Environmental Engineering, our Industrial Hygiene group has developed a strategy and established a synergy among its team members in order to provide clients with a user-friendly, multi-disciplined firm capable of handling a variety of projects in-house and in a technically competent, cost-effective, and timely manner.
Industrial Facilities
Industrial Facilities, in the broad sense, encompasses all companies that produce products for internal use or commercial sale. This includes diverse industry sectors such as Chemical, FDA/USDA regulated industries, Mining and Minerals, Petroleum/Petrochemical, Oil and Natural Gas Production, Power and many more. Each industry sector has its own unique process, design engineering requirements, environmental and infrastructure needs. The key challenge is to be able to tailor a project to include any number of services that will meet the unique requirements of individual industry sector.
In order to meet this challenge, Pennoni Associates has assembled a team with various skill sets to address most of the needs of the diverse industrial manufacturing market. From site plan development to infrastructure design, environmental impact and permitting for new facilities to plant process audits, facility upgrade designs and implementation, design and upgrade of existing process water and wastewater treatment systems, as well as all areas of industrial environmental services, Pennoni has demonstrated the unique ability to tailor their service package to our clients’ custom needs.
Industrial Wastewater
Pennoni Associates’ professionals have designed and permitted new and expanded industrial wastewater treatment facilities as well as provided construction oversight, start-up assistance, and operation support. Projects have ranged in size and complexity from small package treatment plants to larger industrial facilities requiring special treatment technologies.
Pennoni’s experience includes treatment of groundwater, industrial discharges, and solid waste leachate using a wide variety of treatment processes. These processes include aerobic and anaerobic bioreactors, treatment wetlands, bioremediation, air stripping, ion exchange, pH adjustment, precipitation, adsorption, filter press and centrifuge dewatering, clarification and sedimentation, dissolved air flotation, and others.
Chemical/Industrial Facility Compliance and Permitting
Pennoni Associates’ industrial site remediation and compliance experience covers the vast range of services needed by chemical, pharmaceutical, and raw materials processing plants to maintain compliance with the latest USEPA or state agency requirements.
Compliance-related services include Indoor air quality monitoring, Tier 2 and SARA Title 3 reporting, SPCC Plan updates, air and stormwater permitting, routine groundwater monitoring, monthly DMR sampling and reporting.
Operational services include process audits, chemical tracking and mass balance calculation, emissions control, hazardous materials surveys, utilities and infrastructure design, UST management and remediation.

FDA/USDA Regulated Industries
The Federal Food & Drug Administration (FDA) and the United States Department of Agriculture (USDA), were created in order to ensure that food, beverages, meats, poultry, fish, dairy products, drugs and medical devices are consistently produced at a high quality level and safely delivered to the populace.
The FDA is responsible for ensuring that foods are safe, wholesome and sanitary, that human and veterinary drugs, biological products and medical devices are safe and effective, that cosmetics are safe, and that electronic products that emit radiation are safe.
The USDA has the responsibility of ensuring agriculturally produced foods, meats, poultry and egg product safety by implementing steps to reduce the prevalence of food-borne hazards from farm to table.
A critical part of the responsibilities of these agencies is to develop, implement and police current good manufacturing practices (cGMP) standards. This involves accountability and documentation at all levels of the manufacturing process from engineering of manufacturing facilities, handling and approval of raw materials, operation of the manufacturing processes and packaging and delivery to the final users. Both agencies have the power of product rejection and recall based on well defined quality standards. In many ways both agencies work cooperatively to ensure the common health.

Andrew J. Pennoni, PE
Andrew J. Pennoni, PE, serves as a Vice President and the Principal-in-Charge of our Construction Services Technology. He is responsible for the growth and overall quality of our Construction Services. Andrew joined Pennoni Associates in 1994 and has more than 20 years of engineering experience that includes construction inspection, materials inspection, materials testing, design and construction management. Andrew obtained a dual degree in Civil Engineering and Architectural Engineering from Drexel University, and an MBA from St. Joseph’s University. He is a licensed Professional Engineer in several states and has obtained multiple industry certifications and training from the American Welding Society, the American Society for Nondestructive Testing, the National Association of Corrosion Engineers, the Prestressed Concrete Institute, the American Concrete Institute and the International Code Council.
In addition to his role at Pennoni Associates, Andrew serves on multiple committees/advisory councils for Drexel University, including the College of Engineering, the Construction Management Department and the Athletics Department. Andrew is also an active member on multiple committees for the American Council of Engineering Companies, a member of the American Institute of Steel Constructors, the American Society of Civil Engineers, the American Welding Society, and the Prestressed Concrete Institute, and has participated actively on multiple quality committees with various Departments of Transportation for over ten years.
David G. Pennoni, PE
David G. Pennoni, PE, serves as Vice President and is Principal-in-Charge of Municipal Engineering. Dave is responsible for overseeing the firm’s numerous municipal and authority appointments, as well as the water/wastewater services. Dave has extensive experience in municipal engineering and public works projects involving planning, design, permitting, construction coordination and inspection, contract administration, contractor compliance and regulatory agency documentation. His project experience includes infrastructure design, stormwater management, water and wastewater facilities, sewage facilities planning, traffic planning, and roadway and bridge systems. Dave joined Pennoni Associates in 1989. He is a licensed Professional Engineer in Pennsylvania, and a Civil Engineering graduate of Lehigh University.
Dave is a member of the American Society of Civil Engineers, is past Vice Chairman of the Springfield Township, Delaware County Planning Commission, and is a Board Member of the Delaware County American Red Cross.
Edward J. Sander, PE
Edward J. Sander, PE, serves as Vice President for Construction Services, and is Principal-in-Charge of Geotechnical Engineering. Ed’s expertise is in geotechnical and geoenvironmental engineering, management and quality control on such projects as hi-rise office buildings, waste processing plants, cement plants, schools, churches, petrochemical facilities, regional shopping centers, marine facilities, bridges and highways, and other private/public projects. He has been responsible for all phases of geotechnical work including project management, coordination of various phases of projects, supervision of field, laboratory and engineering personnel, analysis, report preparation, consultation and construction monitoring and testing. He possesses extensive experience with design, subsurface stabilization and construction in karst areas. Ed joined Pennoni Associates in 1999, and earned a BS in Civil Engineering and an MS in Geotechnical Engineering from Drexel University. He is a licensed Professional Engineer in Pennsylvania, New Jersey and Delaware.
Ed is a member of the American Society of Civil Engineers, the International Society for Soil Mechanics and Foundation Engineering, is a Former Adjunct Faculty member at Northampton County Community College, and is currently an Adjunct Faculty member at Drexel University.
William J. Bryant, PE
William J. Bryant, PE, serves as Office Principal for West Chester, PA. Bill is responsible for the management, growth and success of the West Chester office. Bill joined Pennoni Associates in 2005 and is expert in all facets of site and project design for both public and private sector clients. Bill earned a dual BS in Commerce and Engineering and Civil Engineering from Drexel University, and is a licensed Professional Engineer in Pennsylvania.
Bill is a member of American Society of Civil Engineers, a current member and Past President of the American Public Works Association Southeast PA Chapter, and the American Legion.
Craig B. St. Peter, PE
Craig St. Peter, PE, serves as Associate Vice President and Office Principal for Pennoni’s New England Operations, with offices in Andover, MA and Salem, NH. Craig is responsible for overseeing the growth and success of business in the New England practice. Craig joined Pennoni Associates in 2001 and has substantial experience in consulting, planning, design/engineering and construction as a manager and registered professional civil engineer on both public and private projects. He also has a broad range of knowledge and experience in project management, business development, contract preparation/negotiations and cost estimating. Craig earned his BS in Civil Engineering from the University of Maine, and is a licensed Professional Engineer in Massachusetts, New Hampshire, Vermont and Maine.
Craig is a member of the New Hampshire and Massachusetts Chapters of the American Council of Engineering Companies, the New Hampshire Society of Civil Engineers, the New Hampshire Chapter of the Institute of Transportation Engineers, the Independent Oil Marketers Association and the Merrimac Valley Chamber of Commerce.
